School Board Discusses Delays
You know the citizens advisory committee for the new sex-ed curriculum has had its last four meetings cancelled. The school district has hinted at meetings with legal staff, but they are playing this very close to the chest. Yesterday the topic came up in a school board meeting. The Gazette reports:
Well, first of all, it's been four meetings, and not three. Meetings scheduled for April 24th, May 11th, May 25th, and June 12th have all been called off.
I'm on the committee, you know, and I gotta say, I ran into a guy at the mall recently who looked vaguely familiar. Later I remembered it was somebody from this committee -- I didn't even recognize him. It's been more than two months.
So they're talking to lawyers? About what?
Yes, some committee members have expressed frustration. Have I? Oh, OK, a little bit. The current sex-ed curriculum has been around since Nixon was President. It's about time to update it. We're ready.

Yes, that's the point, isn't it? Educating the students. The video that is now used is out of date. Kids can't relate to the afros and the bell-bottoms any more, they spend more energy giggling at the groovy threads than learning about something that might turn out to be very important to them.
I usually try to watch these meetings online or on TV, but I missed it yesterday, so I'm just going by what several people described to me. It sounds like this was a very unscripted discussion, not even something on the agenda, but something that came up when Ms. Hund raised the issue in public comments. I was told that Dr. Weast gave the impression that he is out of the loop, which is interesting, because I have also been told that some board members feel that the Superintendent is leaving them out of the loop. The citizens committee is definitely being left out of the loop.

If they're trying to stall this until after the election, then the controversy becomes, not sexual orientation and condoms, but ... stalling. Do voters want a school board and Supervisor that can't make a decision? Do they want a school system that spends their tax money on high-priced lawyers, just in case some loudmouths complain?
My guess is that county voters want a Superintendent and Board of Education that can take the bull by the horns, that will put the facts on the table, make some decisions, and implement the curriculum they promised the county years ago. If they are going to back down on their commitment to provide comprehensive, inclusive, and up-to-date sex education to Montgomery County students, then they should tell the public now.
A panel convened to review the county school system’s sex education curriculum has canceled its past three meetings because it didn’t have any material to review.
The 15-member Citizen Advisory Committee on Family Life and Human Development has not met since April 5, and there are no meetings scheduled for the summer, said Brian J. Porter, the superintendent’s chief of staff and the school system’s liaison to the panel.
The committee is waiting for school administrators to present materials for their review, Porter said at Tuesday’s county school board meeting in Rockville.

Committee members have expressed frustration about the pace of the review, but said the group’s meetings have been productive. At the April 5 meeting, the committee approved framework that will guide the new curriculum.
Superintendent Jerry D. Weast said his office is doing a careful review of the lessons in the wake of a federal lawsuit last year that challenged revisions to the curriculum. The revisions included a discussion of sexual orientation and a video demonstrating condom use.

A Feb. 17 memo from Weast to the board said recommendations would be brought to the board for a vote this month. Weast backed away from that schedule on Tuesday.
‘‘Last time my office didn’t thoroughly do its due diligence in its review, nor did our attorneys do it, and we’re not going to go there again,” he said.
Porter said he was not sure what the delays would mean for the condom demonstration video, which was scheduled for field tests this fall.
On Tuesday, Sarah Hund, an organizer with NARAL Pro-Choice Maryland, told the board that the delay is harming students.
‘‘We are particularly concerned that [the school system] has still not released to classrooms the condom-use demonstration video, which was created at the request of students several years ago, who asked for help in learning the proper use of condoms ...,” said Hund, who is not on the panel. ‘‘This video was not even considered in the last lawsuit, which is all the more reason it should not have been withheld from another class of students.”

The planned field test of the curriculum on sexual orientation, scheduled for spring 2007, and the full rollout of the new curriculum, scheduled for the 2007-2008 school year, are still on track, Weast said.
‘‘I’m committed to moving forward with the curriculum,” said board member Patricia B. O’Neill (Dist. 3) of Bethesda. ‘‘But there was a very costly piece of litigation against us last year, and I want to be careful we don’t incur legal expenses that are astronomical.”

Now there is an interesting assertion by an individual that has no partisan interest in the outcome of this curriculum...yeah, right.

Well, technically she is correct, but the video vividly illustrated how ideologically skewed the curriculum was before the legal challenge.
Personally I found the "condom on a cucumber" video rather in turn amusing and revealing.
Amusing? Oh, goodness, well how can I put this? Ok, why have a video about the proper use of a condom being placed on a CUCUMBER? Condoms are placed on a male penis, not a cucumber, for starters (keeping in mind that motto of TTF's). Additionally it would seem, Ms. Hund thinks today's youth abysmally ignorant of the most basic of all skills (no, not condom use) in modern life: how to use the internet. Goodness, has she ever heard of MySpace and Google (which has made common expression of searching for information, as in "oh, I don't know the answer to that...wait, I'll just google that")???

Now who here wants to assert that our youth today do not and cannot retrieve this information on their own? Today's youth are smarter than ever...certainly smarter than Ms. Hund. However, I will put wisdom up against smarts any day.
Revealing? Well, maybe not revealing in the sense that is commonly understood, but revealing in what is concealed. That is, why the false modesty using a cucumber when it is commonly known that for a condom to be effective it must correctly and consistently be used on an erect penis? Could it be that there remains some residual modesty that offends the sensibilities of even today's libertine sexual culture? Or could it be something darker?...like residual shame, you know, that Hebrew-Christian gift that keeps on giving? LOL.
Well, for what it is worth, I think the delay can be attributed to the school district being "gun shy"
Opps, I forgot to add this bit of pop music culture...here is the song I would propose they add to a newly revised condom instructional video (using a factually correct model of an erect penis), and really now, this song could be the future "anthem" for the hooking up, anything goes culture.

Everything's available on the Internet these days, song lyrics even, so following your logic, we can abolish the entire education system and everybody can be self taught via their PC's and the Internet, right? Wrong!
Who wants to assert kids researching proper condom use on the Internet is not likely? I do. It's a nice assumption that all kids have access to computers and therefore to the Internet and are able to "retrieve this information on their own." However, it is wrong.
The high school in my neighborhood here in Montgomery County has about one third of its population living in poverty, that is one third of the student body qualifies for free and reduced meals at school. Our high school also has a Computer Club that takes old donated PC's and reconditions them in order to give them *for free* to students who qualify for free and reduced meals and whose families do not own a PC. That Computer Club, although it works every weekend and has for more than 2 years now, has not yet been able to provide a free reconditioned PC for every needy kid at the school, not even half of them yet.
There are other schools in this county with more kids living in poverty who also likely do not own PCs. I'm not sure if other high schools have Computer Clubs like ours does.
Another fact you may not realize is that many of the kids at our high school have to work to help their family pay the rent and other expenses. The cost of living is very high in the Washington DC area so these kids work to help keep their families together. They don't have time to do research when it means a long wait for a bus for a ride to the library to stand in line to use the few community PC's available there. And besides, all kids should be given this life-saving information at school.
The PC's at our high school are configured so that searches involving sexual terms such as "condom" are not allowed. This means that kids could not do the research you think they should do themselves using the PC's at the school.
And what about that moral aspects of human sexuality? Do you think the typical American teen will read the text or just look at the pictures?

Look, I took exception with Ms. (or is it Miss...opps, sorry) Ms. Hund's assertion that withholding the video is "harming" the students. First off, the video was and remains factually incorrect in that it instructs students to place a condom on a cucumber, not an erect penis.

Ok, perhaps...still, the issues are the same all over. For example, here in Fort Collins the group that slapdashed a curriculum together claimed to only want the "facts" and then proceded to exclude any mention of marriage as a situation that is the very definition of an adult, committed, long-term relationship because it violated a so-called separation of church and state, and that it (boo hoo) excluded a few. They did this in spite of the evidence from social science research that marriage is the best social institution for health, wealth and happiness, not to mention how it helps children. After following this process for the development of the 10th grade curriculum, I walked away from observing what they were doing with the 7th grade material only to find the it is pretty much the same only less explicit.
I realize now more than ever that sex education in the public schools is first about ideology and secondarily about "the facts". I choose to participate in this forum because it helps me to sharpen ideas (yes, sharpen) and because I am loathe to abandon the marketplace of ideas. And while I suspect few of the regulars would agree with nary a thing I have to say, I think some might admit that I understand the side I represent (abstinence until marriage as a directed curriculum objective) a little better than most. But most importantly of all, this forum represents the best tradition of the principle of free speech for allowing me to enter into dialogue with all of you and for that Jim, Dana, and even you Anne, are to be commended.
Why would I push an idea like getting a model of an erect penis? Because I suspect that even the most ardent defenders of libertine sex ed curriculum would likely flinch, knowing full well the alarm bells of those with judeo-christian "hang ups". Why use a cucumber when a model of a male penis is more accurate and factual?
Please...anyone...answer me this: why not use an accurate model of an erect penis for condom instruction?

AFA why not use a penis-like penis, I think the answer falls on the conservative side of the aisle: somebody would be offended.
As I have heard the anecdotes, it sounds like there were some stories about things that were tried, before they settled on a cucumber, and they didn't work for one reason or another. Anyway, at least it was something, and you could see how it worked.
I raise the same question about teaching kids that anal sex spreads AIDS. "Some people" get offended when you mention it. For instance: the CRC loves to threaten that saying the words "anal sex" in a classroom constitutes "teaching erotic techniques" and is prohibited by law. Go figure.

The penis is not the point of the condom demonstration. The point of a condom demostration is to show proper usage of a condom. Neighboring counties use either bananas or wooden broom handles for their condom demonstrations.

Yes, this is great. I missed it the first time. The woman from NARAL speaks at 51:25 on the video, and then there are a couple of other speakers, and then the superintendent and the board discuss the issue at 51:25 to 59:50. Fascinating, you can tell the board doesn't know anything about what's going on. They call Brian Porter out of the audience to explain.
